Following the 1965 enactment of the Older Americans Act (OAA), and in recognition of the limits of OAA resources, Congress increasingly directed that they be targeted to those with greatest social or economic need. At the same time, Congress was clear that means testing is prohibited, raising a dilemma of how to target effectively without means testing.
